Born in Unadilla, GA. The fourth child of fifteen children born to Hazel Washington Billins and Lonnie Billins Sr.
He was educated in the Utica N.Y. School System. Willie entered the US Army in June, 1959. He established an outstanding 21-year military career. He received the National Defense Service Medal, ARMY Commendation Medal, First Class Missileman Badge, and Good Conduct Medal (6).
Upon his retirement in December, 1980, Willie was active in Post 850 Veterans of Foreign Wars to include Post Commander.
Willie was predeceased by his parents Hazel and Lonnie Billins Sr., brothers USMC Richard Lee Billins, Lonnie Billins Jr., Jackie Billins, and sister Clara Lee Liggins.
Willie leaves to cherish his memory three sisters, Dorothy Brown and Molly Simms of Utica N.Y., Betty/Thomas Stokes of San Antonio, TX, sister-in-law Mary Billins (Jackie) of Chicago, IL. Seven brothers, Leroy/Evelyn Billins, Wilson Billins, Donald/Shiela Billins, Michael Billins, all of Utica, NY., Stanley Billins of Little Ferry, N.J., Clifford Billins of Rochester N.Y., David/Gwen Billins of Atlanta, GA., Jean Nadrowski Family, Isabel Andrade Family, Debbie Gasca and Laura Coleman, all from El Paso, TX., and numerous other family members.

Visitation will be from 5:00pm to 8:00pm on Wednesday, September 06, 2023 at Sunset Funeral Homes-Northeast, 4631 Hondo Pass Drive. Funeral Service will begin at 11:30am on Thursday, September 07, 2023, at Sunset Funeral Homes-Northeast. Committal Service to follow at 1:00pm at Fort Bliss National Cemetery with Full Military Honors.
