Samuel Navarro

Samuel M. Navarro, age 86, died on Thursday, September 25. He passed away peacefully in his home surrounded by his loving family. Born on September 22, 1922, in El Paso, Texas, to Jose Navarro and Guadalupe Elizondo. He graduated from Austin High School and the University of Texas El Paso. He spent 25 years working for the City of El Paso Personnel Department, 13 of those years as Director of Personnel. He was the President of the Association of City Personnel and Civil Service Officials of Texas, and in 1990, acted as the Regional Director of the U.S. Census. He was active in various community and civic organizations, serving as director of the United Way of El Paso, Project Bravo, Good Will Industries, St. Joseph’s Hospital, and the National Concilio of America. He was a member of the Downtown Lions Club and on the Board of Directors for the International Museum of Art. He is survived by his wife, Ana Rosa Muñoz Navarro; his two daughters, Amanda Navarro and Natalia Navarro; three sisters, Ana N. Jones, Delfina N. (Amb. Raymond L.) Telles, and Noemi N. Valenzuela; brother, Jose Santos Navarro; brother-in-law, Tomas Cardenas; sister-in-law, Isabel P. Navarro. In addition to his parents, he was preceded in death by two brothers, Jose Navarro and Jesus Navarro; and two sisters, Guadalupe N. Escontrias and Rebeca N. Cardenas. Funeral services will be held at 10:30am Tuesday, September 30 at Queen of Peace Catholic Church with Rev. Msgr. Francis J. Smith, officiating.
